General 1/2007, governed by the Decision dated 2 February 2007 (BOE— Official Gazette of the Spanish State—of 6 February 2007) of the State Secretariat for Telecommunications and the Information Society The purpose of the first phase was to research the requirements that an advanced biomedical coding system should meet when the purpose of this system is, on the one hand, to improve current assisted coding systems and, on the other, automatically code clinical records and texts using the resources and algorithms of the semantic web (thesaurus, ontologies, dictionaries etc.). In a second phase, the results of the research were applied to develop an advanced coding system (WebSCAn) that implements the contents and algorithms resulting from the research.
The project proposed to use the information contained in the International Statistical Classification of Diseases as a basis to investigate the techniques and concepts of the semantic web applicable to medical coding (thesaurus, ontologies, taxonomies, dictionaries etc.) to develop the semantic-based methodologies and resources needed to implement a new “semantic coding” system in a later phase that will substantially improve current information systems (so far based on simple keyword search) and make it possible to develop new applications, such as automatic coding, assisted coding of clinical records, retrieval of information from free text and based on semantics etc.
